This proposal introduces four updates to Gearbox’s global infrastructure:

Allows Account Factory v3.11, which creates a new Credit Account for every account opening and does not reuse closed accounts;
Adds LOGGER as a public domain in the Bytecode Repository;
Registers the Price Feed Compressor in the Address Provider;
Authorizes a new MixBytes auditor address following a change of CTO at MixBytes.

The proposed Account Factory implementation is designed to better accommodate permissioned and RWA markets.

Previous Account Factory implementations could return a closed Credit Account to the fact
