Adopt the Node Operator Type Assessment Framework for CMv2

Proposal

This proposal seeks DAO approval for the Node Operator Type Assessment Framework for Curated Module v2 (CMv2). The framework introduces six Node Operator types: Professional, Professional Trusted, Public Good, Extra Effort, Decentralization, and an additional Intra-Operator DVT Cluster type. It defines the inclusion criteria for each type, the assessment methodology, the operator-provided information used as the basis for evaluation and scoring, and the reassessment process.
